گزشتہ دنوں اپنے ایک عزیز کے ہاں گزری، ڈیفنس، کراچی جانا ہوا۔ شام کا وقت تھا۔ بجلی کی بچت کا وقت ہوگیا، اور بجلی چلی گئی۔ میرے عزیز کے پڑوسیوں نے اپنے لان میں رکھا ڈیزل جنریٹر چلادیا، جس کے دھویں نے ہماری حالت غیر کردی۔ ہم بھی اپنےعزیز کے گھر میں لان میں بیٹھے تھے, جن کے ہاں یو پی ایس کی مدد سے چند آلات کام کررہے تھے۔ تاہم، پڑوس کی صورت حال کے پیش نظر کسی بھی شکایت کا کیا جانا اور اس جنریٹر کا اس وقت بند کیا جانا ممکن نظر نہ آیا۔

اس تجربہ کے بعد ہماری آنکھیں مزید کھلیں۔ ہم آتے جاتے جوہرموڑ روڈ پر عظیم رہائشی پراجیکٹ روفی لیک ڈرائیو کے فلیٹس، اور ان کے نیچے موجود تجارتی سرگرمیاں دیکھتے رہتے تھے۔ مزید غور و خوض کرنے سے یہ انکشاف ہوا کہ یہاں تو معاملہ بہت ہی سنجیدہ اور رنجیدہ ہے۔

چنانچہ آپ کے لیے یہ ایک مختصر رپورٹ پیش خدمت ہے۔ یاد رکھیے کہ اسی قسم کے ڈیزل جنریٹرز سے خارج ہونے والی زہریلی گیس سے دو نوجوان بچّے جاں بحق ہوچکے ہیں۔ یہ تفصیل جناب مسعود اشعر صاحب نے اپنے ایک حالیہ مضمون میں جنگ اخبارمیں ۲۲ اپریل ۲۰۱۰ کو دی تھی۔

Recently we visited one of our relations at Gizri, Defense, Karachi. It was late afternoon, and electricity load shedding time came upon us. Our relatives’ neighbours started their diesel generator kept and installed in their own lawns. Since we too were sitting in the lawns of the other home, we were deeply affected by the poisonous emissions of the large diesel generator.

Later we paid more attention to this phenomenon at places that we visit quite often, including the Multi-Buildings High Rise complex of Rufi Lake Drive, Gulistane Jauhar. And we were highly surprised by the level of problems faced by the residents of this great flats project.

Recently our dear Mr. Masood Asha’ar, in his column published on 22 April 2010 in daily Jang Urdu, Karachi, had reported about the death of two young men, that he knew, who were killed by similar poisonous gases emanating from a diesel generator.

A Few Tips on Energy Management:
(From a US State Advisory)

Conserve Energy:

Conserving energy is the first and most effective weapon against rolling blackouts.

Use timers and compact fluorescents for indoor/outdoor lighting, turn off computers, and copy and fax machines, minimize air conditioning use.

Shift Power Use to Off-Peak Hours:

Rolling blackouts happen during the periods of peak energy demand. Using equipment during off-peak hours dramatically reduces your chances of experiencing a blackout during operation—and also may save you money.

Brainstorm and Plan Ahead:

Challenge your organization / house-hold to come up with a plan for rolling blackouts, and to identify ways to conserve energy.

Use Battery Backup Systems:

Uninterruptible Power Supply (UPS) systems can keep critical computers, fans and networks operational during a typical rolling blackout, at a much lower cost than backup generators.

If You Must Have Back-Up Power:

Buy or rent the smallest unit you can use, use it only when absolutely necessary, and consider the following options (in this order):

1-A natural gas or propane fired unit with catalytic controls.
2- A natural gas or propane-fired unit with no catalytic controls.
3- A gasoline-fired unit with catalytic controls.
4-A gasoline-fired unit with no catalytic controls.
5-A diesel-fired unit manufactured since January 1996 that is certified to meet EPA and CARB Tier 1 Emission Standards, and equipped with an exhaust particulate filter system. (US Standards)

The City Government Karachi has embarked upon another fine development project for Karachiites.
ہجومی اوقات میں شارع فیصل پر ٹیپو سلطان روڈ، اور محمودآباد نرسری جنکشن پر جو ایک دوسرے سے ایک کلومیٹر کے فاصلہ پر ہیں، ٹریفک کو کچھ رکاوٹ کا سامنا کرنا پڑتا ہے۔
Sharae Faisal, in rush hours, has two nuisance spots. The Tippu Sultan link road and Mahmoodabad Signal, both within a kilometer of each other.
اگرچہ کراچی والے اس دشواری کے ساتھ زندگی بسر کررہے تھے، اور کرسکتے ہیں، مگر خدا بھلا کرے ان اہم ترین شخصیات کا، جنہیں یہ برا لگتا ہے۔ وہ اسے اپنے لیے ایک ریسنگ ٹریک بنانا چاہتے ہیں۔
Though the Karachiites could live with this, the VVIPs using this key road in Karachi were fed up with this. So, they found a solution, that will gradually help Sharae Faisal in becoming a “non-stop fun” ground for VVIP entourages.
اگر دیکھا جائے تو یہ سگنل اس مصروف شارع پر کچھ راحت فراہم کرتا تھا۔ راشد منہاس روڈ کا شارع فیصل سے اتصال کا نقطہ اس امر کا متقاضی ہے کہ یہاں ٹریفک کو چلانے کے لیے شارع فیصل کا ٹریفک چند لمحوں کے لیے روک دیا جائے۔ اگرچہ اس کا بھی ایک حل ہے، کہ ناتھا خان پل کے نیچے سے ایک یو ٹرن بنا دیا جائے، مگر فوجی تنصیبات اور ریلوے لائن اس میں آڑے آتی ہیں۔
In hindsight, a short stop at this signal provided some relief at the Rashid Minhas-Sharae Faisal inter-section near Drigh Road Railway station. Now there will be more pressure built up for this spot, as still a solution for this signal has not been adopted. (There is one possibility of using Natha Khan Goath bridge as an under-pass.)

Here you can watch a short report about this new ambitious project. This would be completed in tandem with the Jinnah Hospital-Regent Plaza inter-section fly-over, which has been built at a remarkable pace.
اس کے علاوہ ٹریفک کے بہاؤ میں روانی جتنی بڑھتی جاتی ہے، اتنا ہی پیدل چلنے والوں کی مصیبت بھی بڑھتی جاتی ہے۔ اگرچہ حکومت چند “عبورنی پل” بنارہی ہے، وہ نہ صرف بہت کم ہیں، بلکہ ان کا طرز تعمیر بھی نہایت ہی بھدا ہے۔ ان میں جمالیات اور فن کی کمی صاف نظر آتی اور کھلتی ہے۔ اور پھر اس پر مستزاد یہ کہ ان میں سے چند پر پیشہ ور گداگروں نے قبضہ کرلیا ہے، اور یہ لوگ موجودہ امن کی صورت حال میں خطرات کا باعث بھی ہیں۔ چند “عبورنی پل” ایسے بھی ہیں جن پر چلنے والے نظر نہیں آسکتے کیونکہ اشتہار بازوں نے انہیں ڈھک دیا ہے۔ اس طرح پیدل چلنے والوں کے لیے سماج دشمن عناصر سے لٹ جانے کے خطرات رونما ہورہے ہیں۔ اسی طرح یہ “عبورنی پل” سر شام ہی اندھیروں میں ڈوب جاتے ہیں، جس سے انہیں استعمال کرنے میں ہچکچاہٹ ہوتی ہے۔
In addition to this, watch here a few problems of Pedestarian bridges in Karachi. Not only their architecture is dull, they do not have a lighting system for the night time usage, and many professional beggars have made them their hideout. Also, at a few places advertisement boards have been placed in an in-appropriate manner, hiding the crossing. That poses certain dangers to innocent passers.

PTCL changes numbers to 8 digits in Karachi, Lahore

The Pakistan Telecommunication Company Ltd (PTCL) has been asked by the Pakistan Telecommunication Authority (PTA) to change subscriber numbers to eight digits owing to shortage of landline numbers for other telephone operators.

However, the PTCL is not happy with the decision as they would have to invest heavily in making the changes. PTCL Senior Executive Vice President, Corporate Affairs, Sikander Naqi, said some of the major areas that would need investment are the company’s exchanges in Karachi and Lahore and the billing system.
