By spelling out his AfPak policy as being to “to disrupt, dismantle, and defeat Al Qaeda in Pakistan and Afghanistan, and to prevent their return to either country in the future”, President Obama has, in the view of most western analysts, abandoned the far more ambitious goals of his predecessor, who was said to have been committed to making Afghanistan a “flourishing democracy as an alternative to a hateful ideology”.

A small group of well-trained and ideologically motivated attackers carried out the assault in a coordinated manner. Though the attackers were neutralised in eight hours by the Elite Force, Pakistan Rangers and the Army, the attack displayed the confidence these groups have gained to undertake a second high-profile raid in Lahore in March. KARACHI: Exchange rate reforms, including removing restrictions on advance imports and shifting of oil payments to the interbank market, will weaken the Pakistani rupee to 86 against the dollar by June 2010, said Sayem Ali, Economist, Global Markets and Research (Middle East, Pakistan and North Africa), Standard Chartered Bank.

He, however, said that significant balance of payments correction, combined with large foreign exchange inflows on account of IMF, WB and ADB lending, would support Pakistani rupee in the short term. On March 31, 2008, the Guardian reported that Afghan President Hamid Karzai had signed the Shia Personal Status Bill that made marital rape lawful under Afghan law.

While the final text of the legislation has not yet been released, reports allege that Article 132 of the Bill makes lawful the rape of a wife by her husband. Article 133 of the Bill subjects a woman’s right to work, education, healthcare and other services contingent upon her husband’s permission. Other articles in the Bill deny a woman the right to leave her home without her husband’s permission and tacitly accept child marriages by laying out “mahr” or dower provisions for marriages between children. One complete year has passed since the elected government assumed power. At the time, the economy seemed well balanced, and progress was being made in every sector. The adverse effect was that of oil prices which kept on climbing to unprecedented heights. Macroeconomic indicators such as fiscal and current account deficit, core and non-core inflation, forex reserves, monetary expansion, all seemed heading in the right direction. Investor’s, public and stake holder’s confidence in the economy were reasonably balanced. When the elected government took over, the expectations, for understandable reasons, were high. How far the government has succeeded in meeting public expectations and concern of stake holders in the economy is one way of looking at the performance of the government.

The state of the economy prior to imposition of emergency, on 3rd November 2008, according to some of the analysts were still sound. Foreign inflows were intact, forex reserves were robust at around $16.0 billion, US$ and rupee parity stood at Rs60.0 per US$, reflective of stable currency. Continue reading »

President Barack Obama’s strategy review for Afghanistan and Pakistan unveiled on March 27 has set the broad parameters for a new approach. But the test of this strategy will come in translating it into a workable plan of action and in its actual execution. As the devil is always in the detail, close consultations with Pakistan and Afghanistan will remain critical if a viable and implement able plan is to be evolved, that rests on broad consensus.

From Pakistan’s perspective several aspects of Washington’s interagency review are consistent with its views and represent positive shifts in policy. But other elements of the revised approach are grounds for concern and reservations. While the two countries are in agreement over the principal goals, differences in tactics and approach will have to be reconciled and harmonised. President Obama has acknowledged that Pakistan is pivotal for the new strategy to work. This makes it all the more necessary for Washington to adjust its policy approach to Islamabad’s concerns. Four judges of the Supreme Court from Punjab by ordering his judicial murder (despite an unequivocal acquittal by three upright judges from the smaller provinces who saw no merit in the case of his conviction on trumped up charge of murder) had been promised pelf and power by the general to permanently silence the man who spoke for the people and fought for the rights of the exploited and downtrodden.

Mashallah, by the Grace of Allah, the chief justice of Pakistan stands restored to his office. The long march achieved its goal. A Constitutional and political crisis has been averted. Governor’s rule has been withdrawn. The judiciary has restored the mandate of the people of Punjab. The military has not intervened. Our government is democratically elected. The press is free.

Last week, I was asked whether, given all these developments, I felt Pakistan was heading in the right directions. What a bittersweet question. But one thing is for sure: Now that these political issues stand seemingly resolved, can we now get to work? Please. Continue reading »

“I have always tried to put a little bit of gold aside, as an investment, and I have been doing so more since the crisis,” said Fuchssteiner. A few years ago his visits to the Mint, which was founded more than 800 years ago, might have seemed eccentric. No longer. From the Georgy Pobedonosets to the American Eagle, gold coin production is being cranked up in mints around the world to satisfy customers believing the assets may be immune to the global financial crisis. LAHORE: The government on Tuesday decided to lower the profit rates on various national saving schemes by 1.5 percent, a private TV channel reported on Tuesday.slashed from 14.53 percent to 13.20 percent. The rates on five-year maturity regular income certificates have been cut to 13.60 percent from the previous 15 percent, while the saving account rate has been decreased by one percent to 9 percent.
