THE government’s decision to place the notorious ISI under the complete control of the ministry of interior created a furore in many circles. While some believed that this would have harmed the workings of the ISI, others felt that like any other strategic intelligence agency it operates better under the ministry of defence. Yet, I was heartened by a recent piece in Dawn which reported that a “people’s court” held by peasants found a powerful landlord guilty of kidnapping family members of Mannu Bheel, a liberated hari, who had been struggling for the release of his relatives for over a decade.

When I was elected MNA in February this year I implored the staff working for Mian Shahbaz Sharif (he was yet to be formally anointed chief minister) that I would be obliged if they could post the best possible officers to Chakwal. Having had my fill of ‘rankers’ during the time that Chaudhry Pervaiz Elahi was setting examples of good governance in Punjab, I said, ‘no rankers, please’, almost making it sound as if DMG (civil service) and PSP (Police Service of Pakistan) officers were the solution to the nation’s ills.
