His Excellency our President of Pakistan Mr. Asif Ali Zardari has proposed a flood tax for early rehabilitation of millions ruined by the current devastating floods. It is really a very good proposal of him.  However the masses since already are under numerous unaccountable direct and indirect taxes this proposal would definitely meet criticism and may not produce that effects as our kind hearted and generous President wishes.  Alternatively I humbly propose that His Excellency the President may enact a mandatory disclosure and declaration of each and every asset, palace, flat, business, income, bank account every Pakistani has abroad and a proper levy of tax on that.  The enactment must contain a clause that if any one mis-declared, concealed any details in the declaration and at any later stage any Ansar or Klasra shocked the nation with its revelation, all the local family property/bank account of the said family (husband/wife/children/parents) would be forfeited and 20% of such found wealth will be given as award to the disclosing Ansar or Klasra.  The levy of this tax will not only bring more chunk as compared to flood tax on already burdened masses but would also encourage more to become Ansars or Klasras.

Since about six months a lot was being read in print and heard on the Screen, in the backdrop of increasing public eyes raising, the loud talk that the Sindh Government including  Mr. Asif Ali Zardari as PPP head was now so serious in tackling Mafias particularly the Land Mafia. After so much and so long big mouth openings the result came in shape of an action plan under which area SHO is to list out names of known criminals, gangsters and land grabbers and send it to the IGP and Rangers to target actions in consultation with home minister and a special cell of intelligence bureau and the ISI to co ordinate with local police.  People who could help inform the authorities about any “criminals or gangsters or target killers were asked to pass on such information to the authorities. The most interesting and in fact a mirror showing what actually would be the net product at the end is that such civic minded people have been advised to inform the concerned at an email NCMC_sindhfloods@hotmail.com which is of flood control people.  So in our today’s good governance the land mafia is to be tackled and handled by flood control people and likewise Traffic Accidents would be controlled perhaps by Customs Department. Though not surprising for this senior citizen as like silent majority he knows well that the general security that of masses and of land is not of any importance since a decade for our rules but only of themselves and their families,  yet was pained to see that despite spending huge on wasteful computerization and Departmental websites  from the national exchequer of this debit ridden country the email address for passing such sensitive information is associated with unsecured free Hotmail purely in hands of “world policeman” territory. Brigadier ® Naeem Ahmad Salik in his recently launched book “The genesis of South Asian nuclear programme: Pakistan’s perspective” describes how Dr. A.Q. Khan throughout his procurement efforts, used Dubai as a sort of warehouse.  He writes that sometime during 80s Dr. Khan started “using” his technical expertise, knowledge of European sources of supplies etc.  Brig Naeem was a senior strategic control officer attached with the Nuclear Programme and as is usual with such writers the book has been arranged through Oxford press. In order to get not merely more remittances but also to fetch the Overseas Pakistanis (Ops) savings abroad, the Governments from the last 10 years, every six month or so announce this scheme or that scheme but the results are never nearer to the desired level. No doubt the figures of remittances must have increased credit of which the Governments take, nevertheless it is a fact that this increase is more due to exchange rates and secondly that from Middle East for the last some years a good number of expatriates are being sent back who then take their gratuity or end of service benefits with them.  Continue reading »

javed f3The concept of a newsletter more particularly of a departmental one is to keep the readers or the concerned updated soonest possible. We have as a fashion started wasting money on too costly websites without caring to study if those who were to use them are remotely capable of using it or trying to change users mindset.  The Federal Ombudsman recently changed, in fact what the nation was told “improved” its website.  The citizens were given a Khush Khabri that a quarterly newsletter has been introduced.  The first issue for the quarter January-March 2009 was issued mid February.  Till today the 7th October 2009 Mashallah the same newspaper still is there. javed f3  Last month the Chairman Senate Standing Committee on Overseas Pakistanis and Dr. Farooq Sattar the Federal Minister for Overseas Pakistanis observed that the Overseas Pakistanis (OPs) should not be treated merely as remittances sending machines.  Rulers, ministers, parliamentarians and so called committees always spray such flowered academic feelings and sentiments but practically do nothing. For example addressing by any aggrieved OP even these members of Senate Committee on any problem does not bring back even an acknowledge of the communication let alone any practical attention.
