 PAKISTAN inherited a colonial university system created by the British. The cardinal features of this system were that it was under-financed, bureaucratic, mediocre and teaching- (rather than research-) oriented.

The best graduates entered the colonial bureaucracy and the rest took up teaching. The colleges received the worst. The universities, though not much better, did have a couple of good scholars and scientists who were attracted to the job in spite of the system and not because of it. Continue reading »

Lahore: A short circuit is an abnormally low resistance circuit, allowing massive current flow, which overheats the electric wire. It is assumed to cause electrical fires. This assumption, however, is incorrect. An electrical circuit consists of a power source, a rotection device like a fuse and circuit breaker, wiring and load.

Higher Education Commission (HEC) has closed down a wing, meant for looking after projects that were to be implemented with the help of foreign support, owing to unavailability of funds, an official in the Commission said here Sunday.

The Federal Coordinating Unit, headed by Javed Masood, was established at HEC to supervise efforts for speedy completion of the projects regarding the setting up of engineering universities with the support of foreign countries including Germany, China, Italy and Austria. Continue reading »

The Pakistani government needs to wake up to its responsibility of providing quality education for all, the 2009 UNESCO Education For All Global Monitoring Report— Overcoming inequality: why governance maters— states this loud and clear. Pakistan features prominently in this year’s report, which notes the role of governance failure in hindering provision of education for all in the developing countries. Pakistan along with Nigeria is predicted to account for one third of the world’s out-of-school children by 2015 where Pakistan is estimated to have 3.7 million of these children. More importantly, the report does not sugarcoat the fact that Pakistan’s attempts at forging public-private partners and developing social safety nets for the poor, though heavily publicized, have in practice failed to deliver because of poor planning, lack of financial commitment, fragmentation of responsibility among government department and heavy dependence on donors. LAHORE: The Pakistan Study Centre History Department and Pakistan Research Society will organise a three-day international conference on ‘History, Politics and Society: The Punjab’ on December 29, 2008.

A press statement issued by the Punjab University History and Pakistan Studies Department said that 39 delegates from United Kingdom, United States, Canada, Germany, France, Russia and India have agreed to attend the conference.
