Visit of dynasty and free interaction of dynamics, religious scholars, exchange of business and cultural tours and above all student exchange programs may be vital to enhance our cultural ties in the days to come.

Bilateral Ties
We are living in the age of globalization which is the century of economics too. Self-reliance and financial independency assures your sovereignty, dignity and stability. Both sides have expressed their desire to further enhance bilateral ties to the mutual benefit of both countries. We have many agreements and MOUs which are contributing a lot in enhancing and developing the economic relations between Pakistan and Tajikistan. Tajikistan is the nearest Central Asian Estate to Pakistan but the trade between the two countries is not up to the mark.

More information sharing, business and investment friendly policies, infrastructure facilitation, joint ventures, greater private companies’ participation of both the countries and above all free trade agreement would be instrumental to enhance the trade volumes between the two countries in the future.

Possible Energy Cooperation
Easy and smooth of energy supply has become mantra of every government around the globe. The ministers of four countries, Pakistan, Tajikistan, Kyrgyzstan and Afghanistan signed a resolution to proceed further with the Central Asia/South Asia Regional Electricity Market (Casarem) project envisaging transmission of 1,300 MW from Tajikistan and Kyrgyzstan to Afghanistan and Pakistan; but further commitment to the project will be linked to the availability of financing. A consortium of three financial institutions i.e. Islamic Development Bank, Asian Development Bank and World Bank has recently agreed to provide $ 1 billion to Pakistan to import electricity from Central Asian Republics (CARs).

The two-day Inter-Governmental Council (IGC) meeting of Casarem was held on 3-4 August 2008, in Islamabad, which was attended by ministers and delegates from Afghanistan, Kyrgyz Republic, Pakistan and Tajikistan along with the International Financial Institutions (IFIs), i.e., Asian Development Bank, Islamic Development Bank and World Bank, besides a project consultant. During the meeting it was rigorously debated and after incorporating the changes/modifications agreed upon, it was signed by Water and Power Minister Raja Pervez Ashraf, from the Pakistan side, Alhaj Mohammad Ismail Khan, Minister for Energy and Water, Afghanistan, Saparbek Balkibekov, Minister for Industry, Energy and Fuel Resources, Kyrgyz Republic and Farrukh Hamraliev, Chairman, State Committee for Investments and State Property Management, Republic of Tajikistan.

Salient features
It was estimated that the project would ensure a supply of 5.5 billion units of electricity per year to Pakistan from Sangtuda, Rogun, Talimardjan and Kambarata hydropower stations at 3.3-4.7 cents per unit. Pakistan would bear the cost of all the line losses in the transmission system. Two routes have been identified for the project. One route will run through Afghanistan’s Kunduz province, Salang Pass and Jalalabad before reaching Peshawar and would cost 4.4 cents per unit. The transmission line through this route would stretch 170km in Tajikistan, 430km in Afghanistan and 50km in Pakistan. The World Bank supports this route. Pakistan supports a route via Wakhan and Chitral whose length is estimated at 700km and its per unit cost in Peshawar is estimated at 4.9 to 5 cents. The line will run 360km in Tajikistan, 30km in Afghanistan (Wakhan) and 310km in Pakistan.

The Casa 1000 MW power transmission project comprises developing, designing, procuring, financing, constructing and operating electricity transmission lines and related facilities to enable the trade of electricity among the four countries. It has been decided and finalized that 1300 MW of electricity will be imported from Kyrgyz Republic and Tajikistan of which 300 MW will be for Afghanistan and remaining 1000 MW for Pakistan. According to an official statement .the transmission line will consist of 477-km of 500 kV AC line from Kyrgyz Republic to Tajikistan and 750-km of 500 kV high voltages DC between Tajikistan and Pakistan via Kabul. Furthermore, IGC Secretariat will be established at Kabul and hopefully would become operational with immediate effect.

Multiplier effects
Socio-economic benefits are huge which are given below as:
(a) The successful project may decrease the high ratios of the energy shortage in the country as according to government officials, Pakistan faces 3,000MW to 4,000MW electricity shortfall per day.
(b) Pakistan and Afghanistan are going to share the amount to lay transmission lines for electricity imported from CARs.
(c) Pakistan is to invest some $ 600 million while the remaining amount will be paid by Afghanistan.
(d) Tariff of the imported electricity will stand at 6 cents to 8 cents per kWh as compared to the tariff of Independent Power Producers (IPPs) that is 12 cents to 14 cents/kWh.
(e) It is predicted that the project, if completed and implemented in time, will result in considerably solving the electricity crisis of the country.
(f) The success of the project is extremely important, as it will set a new era of mutual co-operation on electricity
(g) It increase trade and economic activities among the participating countries
(h) It will be instrumental for trade and commerce too among the participating countries
(i) It will foster regional electricity market and brings together countries of Central and South Asia and also opened new vistas of trade and energy among energy rich and energy deficit countries.
(j) It will enable lower cost (mainly hydroelectric) power to be transmitted from Central Asia to markets in South Asia
(k) It is estimated that it will increase the exports and lower the cost of production
(l) It will boost industrial and agricultural productivity in these countries
So, chances are bright and scope is very vast. We are moving in a right direction. Public-private cooperation and collaboration would be mutual beneficial to both the countries.

Potential areas of cooperation
Both sides agreed to cooperate in other fields including insurance, investment and industry, air transport, banking and financial sectors, agriculture and food industry, transport and construction of roads, science and technology, education, health, tourism and culture on mutual equality.

Joint ventures
Tajikistan and Pakistan could join hands in the fields of textiles, mining, agriculture, poultry, medicines, vaccine for animals, packed food and the last not the least confectionary.
Trade, industry and services
Both sides also agreed to increase the current level of trade and to facilitate joint ventures in the field of trade, industry and services.

Expected help from Pakistan
Pakistan may help us in the field of cotton, textile and agriculture.
Air Communication link
Pakistan wanted to establish air links and open branch of National Bank of Pakistan and HBL in Dushanbe. The Tajik President assured his full support for all the proposals.

Areas of joint ventures between the two countries
Textile, cement industry and engineering sectors are the potential areas of joint ventures between the two countries. Government of Pakistan has also pledged its technical and political assistance to Tajikistan in joining WTO.
Agricultural Cooperation
Tajikistan is an agriculture-based country, and its 73 per cent population is attached with this sector. Cotton is a major crop of Tajikistan and provides livelihood to thousands of people. Tajikistan’s business community is fervent to join hands with the Pakistani textile exporters and this approach would be beneficial for both the countries

Investment opportunities for Pakistani investors/businessmen
Opportunities are vast and sky is limit for interested Pakistani businessmen to invest in Tajikistan in the fields of gems and electricity as both sectors has a lot of potential for earnings. Tajikistan has special law of investment which facilitates and gives incentives for foreign investment in the country

Specialties of Pak-Tajikistan trade
Pakistan’s major imports from Tajikistan are cotton, which accounted for 95 percent of its imports from Tajikistan. Fruits, vegetables and machinery are the main items of imports. Pakistan exported textile apparels, leather products and animal & vegetable fats to Tajikistan. Tajikistan’s major imports are textile made-ups, pharmaceutical products, edible oils, milling products, sugar, beverages, oil, inorganic chemicals, perfumes, cosmetics, soaps etc.

Tajikistan may be an energy and trade corridor for Pakistan
Tajikistan can also serve as an energy and trade corridor for Pakistan to Central Asian States and other parts of the world.

Tajikistan and Pakistan want the ECO to become a coherent, effective and seamless organization. It must create interdependencies and synergies, especially in the areas of energy security, transportation linkages and trade. Tajikistan has greater bilateral trade and commerce ties with Iran and Turkey but we hope with the passage of time the bilateral socio-economic ties with Pakistan would be greater in the days to come.

Tajikistan is located about 14 KM from Pakistan. Pakistan and Tajikistan many common links. Tajik Language is Persian, Faces are same, Kashmiris were converted to Islam by One Tajik Syed Ali Hamdani. Who is known as Amir E Kabir Shah E Hamdan.We can understand each other as compared with other central Asian Countries

Its not just a question of distance of 14 km but migration has extended beyong the continets and overseas.
Eg our history is from Middle Asia north of the Uzbekistan of former USSR. they are still using traditions of celebration of SUN on equinox day and that is been celebrated since 2000BC.
We have history and genetic links with those people of from region of the AMU (DARIYA) river in the PAMIR, from where we come to KALASH and chitral 500BC in the Indus velly region. and then to Indian continent parts of PUNJAB , Bihar, RAJASTHAN , maharasthra and to newzealand befor 2 centuries.
Now we are spread all over the world AFRICA , AUSTRALLIA, EUROPE, ASIAan countries AMERICA, CANADA and every where.
BEST way to find our roots is GENEs – will show you perfect blood roots of people. and who you are and where you come from? who may be your parents etc

I am always impressed with the articles of Mehmood Ul Hassan. They are informative, and excellent food for thought for a knowledge hungary person. I have always been very much interested in Central Asian Reagion and can proudly state that I have sacrificed many things for the prosperity of Central Asian region and ling for stabiility and progress of the region.
But the problems are many and multiple. Because of its location the region suffers from rival interests.
China, USA, Europe, India, Pakistan, Iran, Turkey, Uzbekistan, Tajikistan, and Russia.
Uzbekistan: Uzbekistan being one of the biggest nation of the Region, its location, and its inconsistant bullying policies is part of the Problem.
Uzbekistan Interference in Afghanistan, Bullying of its Neigbours Turmenistan, Kyrgyzstan, and Tajikistan are well known.
Tajikistan: Tajiks always feel that they were the real rulers of the Central Asia and because of their diminant population in Bukhara, Samarkand, Surkhandarya Region, Fergana Valley, and Afghanistan they feel themselve victimized and discriminated. They are the victims of serious bullying by Uzbekistan which can develop into a war between two countries very soon. Tempers are high and there is no chance of tempering the emotions.
Afghans Pushtoons feel themselves dominated and Discriminated by Tajiks in Afghanistan and Talibans Movement is in one way against the Tajiks.
Pakistani Pushtoons generally find themselve part of in Pakistani Society but the attitude of Punjabi Conservatives can always ignite the emotions.
Iran keeps on working day and night to dominate the Central Asia and efforts are bearing fruits day by day.
Where Pakistan Stands: NO WHERE.
USA and Europe is only a matter of time.

It does not matter if Jalilov is innocent or not. In Uzbekistan he is a just one more tool to make the seniors happy by getting another feather by jailing another innocent. I am a foreigner and lived in Uzbekistan more than 18 years. I was kidnapped by SNB (Uzbekistan Security Agency) and remained in their custody for 124 days. My embassy was told that I am not in Custody. I was never asked any question nor brought in front of any court. Uzbekistan is a country ruled by the Thugs of SNB and MVD. All the citizens are only free when they are lucky.USA is again having its love affair with the government and lest concerned about great abuse of Human Rights and Criminal acts against Humanity by the SNB and MVD officials. ALSO language persian has changed. present persian language is not in the correct form. THE OLD PERSIAN language was actauly used was AVESTHA in time of persian empire which was extended from middle of asia to middle east, and Egypt, GANDHARA of Afghanistan, NW part of Indus velly,
